Tom Bloomfield is a partner at Gallagher & Gallagher where he represents clients on environmental and land use litigation and counseling matters. Prior to joining Gallagher & Gallagher, Mr. Bloomfield served for seven years as an Assistant Regional Counsel at the US Environmental Protection Agency in San Francisco, where he resolved major aspects of some of the most significant and high profile cases in the region.  Mr. Bloomfield served as the principal architect and lead federal negotiator for the Iron Mountain Mine Superfund settlement (Redding, CA), and was selected as a California Lawyer of the Year in 2000 by California Lawyer Magazine.

Prior to joining EPA, Mr. Bloomfield was an associate at the San Francisco office of Morrison & Foerster.  In that capacity, he successfully represented clients on environmental and land use matters, including CERCLA, RCRA, the Clean Air Act, NEPA and the state analogs to those statutes.

Max Dodson served with the U.S. EPA 1971-2007, in several positions administering all federal environmental statutes.  He was in Senior Executive Service of the U.S. EPA for 25 years, five of which were as director of the U.S. EPA’s Montana operations office.

Max is currently active in a variety of volunteer projects, including serving on the Board of Directors of the Sand Creek Regional Greenway Partnership, and the Clear Creek Watershed Foundation.

David Folkes has performed environmental site assessments at a wide variety of industrial, commercial, and natural resource sites across the country. He has managed groundwater and soil investigation and remediation projects at numerous sites, including several mining, smelting, and metals refining sites; major petroleum refinery sites; and some of the largest groundwater solvent plumes in the country. He is skilled in the forensic evaluation of the sources and causes of metals contamination in soils; solvent contamination in groundwater; and investigation and mitigation of indoor air impacts due to groundwater contamination. He has also served as an expert witness on several soil and groundwater contamination cases in both state and federal court.

Stephen Foster has prepared human health and environmental risk assessments for a wide variety of projects across the country, and internationally. These projects included hazardous waste cleanup projects under Superfund, RCRA, and State led voluntary remediation programs.  It has included incineration projects for trash-to-energy, hazardous and medical waste incineration, and planning projects for pipelines, and power plants.  He has also managed risk-based site investigations at mine waste sites.  Stephen has conducted risk assessments at several mining, smelting, and metals waste sites; major petroleum refinery sites; and groundwater solvent plumes across the country.  He has also served as an expert witness on several groundwater vapor intrusion contamination cases in state court.

Tim Manzagol has 35 years of professional experience as a geologist, engineering geologist and downhole wireline geophysicist. He has owned and operated Applied Earth Sciences Consultants, a geologic and geotechnical engineering firm, since 1982. His experience includes a broad range of activities from forensic research, expert witness, site investigations and associated project management, and has worked throughout most of the western states, Texas, Alaska and Michigan. He has participated in small to large private and commercial projects, plus government sites and defense projects. Projects have been associated with corridor routing, mass transit systems, hazardous waste sites, ground water studies, dams and reservoirs, tunneling, power plant siting (conventional fossil, hydropower and nuclear) and large private estates. Over the past fifteen years his focus has been on West Coast projects that evaluate natural and human created hazards relative to current and/or planned future land use including land restoration.

Mr. Manzagol was appointed by the County of San Mateo, California, Board of Supervisors to be a technical liaison between the County, the Federal Highway Administration, and Caltrans. He is also on the Board of Directors for TOP, Inc (Ouray County, Colorado), a non-profit corporation whose focus is to acquire public and private lands for the purpose of open space preservation and the development of outdoor educational facilities. He is also president of the board for the Dallas Ditch Company and advisor to the Board for the western Colorado Valley Youth Symphony.
